If the speedo in an 04 Monte Carlo doesnot work it is the stepper motor in the cluster. Go to eBay 04 Monte Carlo cluster stepper motors scroll down and by a set of motors .INSTRUTIONS COME WITH THEM TO REPLACE THEM vERY SIMPLE TO DO SO.
The stepper motor may have failed. It controls the needle movement function. The other option is to find the fuse for the cluster and pull that out. Turn the ignition on then off again. Then replace the fuse. That will recalibrate the cluster if that's what it needs.

Well it depends on the actual problem, My 04 sunfire had a problem with its stepper motors (they drive the needles) GM had issues with Stepper motors manufactured by Delphi... P/n XC5.168 replace them by X25.168 Available on e-bay for 5$ a pop.
If your speedometer is not working it is a easy fix and will only cost you $5.00 dollars. Go to eBay and look for a stepper motor. They are white with a pin coming out of the top. You need to take dash to get the instrument cluster out, it is only 4 screws. The housing around the instrument cluster and the radio and climate control just pops of it is held on by clips, just pull on it and it will pop off. Remove the wiring on the back and replace the stepper motor that runs the speedo. You will need to find someone to remove the motor off the board. Someone who works with electonics will be able to remove and weld the new one on. It sure beats 300.00 for a new one. Good luck.

If it is a motor issue, have to pull the cover off the motor and hand spin the seat into position until you can replace the motor.
