I believe the '84's have a 4 speed transmission in them. I think that the neutral switch is on the left side of the transmission, or maybe the other side...doesn't matter. You'll see it when you get underneath the car.
Have you checked the shift linkage yet? If the shifter inside the car seem very sloppy to the touch, and is hard to use, you might have bushing problems on the linkage, and that would hinder the trans from going into neutral. Thos bushings are about a dollar each, but putting them in is a real bitch...you need 2 of those.
If it is the switch...before you start tearing things apart, get a switch from your local dealer. Disconnect the wires to the switch and remove the switch from the side of the trans. Make sure everything is clean before instering the new switch...bolt it up and you're done...its a fairly simple proceedure
