In New York State we contact the State Attorney General's office. Otherwise, your local police, and/or if possible, an attorney general or law enforcement office in the state that the scammers are located. If it involves large sums of money, the FBI may also be contacted; at least ask for their advice.

You can report for the various spams to google. You have to go to the settings. In there you can find help and submit feedback.
The District Attorney's office, and/or the State's Attorney's office.
Call the better business bureau, or your local prosecutor's office.
You can call the police fraud division and the Better Business Bureau.
First, you would need to know the location of the suspect administrator. Then inquire with thier local authorities as to thier practices and procedures with regard to said scams.
Take the entire package, envelope and all, to the US post office and they will take it from there.

Obviously, many players are tired of scams, or attempted scams. Personally, I report anybody who tries to scam (for example, people who claim to "double money", which is an obvious scam). I suggest you do the same - report a scammer as soon as it is obvious that he is, indeed, scamming.
