Send them a tweet and ask them.
To follow someone who has a protected account, go to their profile and click on 'request to follow this person'. They will be sent a friend request and then decide to either accept or deny your request.
You have to follow them and they have to accept the follow for you to be able to see their tweets, if they don't accept, then you can't see their tweets.
You only receive follower requests if you have protected your tweets. This means users can send you a request to follow you. You can choose to accept or deny the request. If you accept it then that user will be able to follow you and view your tweets.
You can send a request to the person who's account it is and they will either accept or deny. If they accept, you will be following the account.
Go their profile and click on 'Follow', they will then be sent a request.
Just click on the follow button to follow back that twitter user.
This is not possible, try asking the person with a tweet (to send a message directly to someone type @<twittername> before your tweet, however it will still be public, I think). To request to follow someone with a private account, click on follow and a message will be sent to them to either accept or deny your request.
The person you requested to follow has to approve your request before it shows up on your page.
If the other person isn't on Twitter already, you can send them an invite to join using the Find People section. They'll automatically follow you upon joining in this manner. If they're already on Twitter, you can try following them. Who knows? They might just follow you back.
The person you want to follow has either blocked you or it's a glitch. If you think it's a glitch then try using a different browser and trying again.
