I have a 1998 navigator. I had this issue several times. If one of the air shocks develops a leak, or one of the air lines, it can be very expensive to troubleshoot. The Lincoln uses a dry air pump, so if you have a leak, the pump is most likely burned up and will have to be changed also. Each time my pump had to be replaced, it costs $700-$1000 to have it changed. After doing this four times, I decided to change the system to a conventional hydraulic system. The ride is a little stiffer, but I'll never have that low-rider air shock problem again. I installed the conversion myself in one afternoon, with simple shop tools. You will need a good floor jack.
