How do you reset alarm on 1994 Toyota Camry?

This answer is to deactivate the alarm after disconnecting the battery. If it is not reset, the car will honk and flash its lights at you incessantly.

First locate the alarm kill switch. It is a little metal toggle located under the dash, behind the hood release. It is easiest to find if you actually stick your head under there and look for it.

Second, flip it into the down (off) position.

Then, LEAVING THE DRIVER'S SIDE DOOR OPEN, reconnect the battery. (If you do not leave the door open, the alarm will sound when you open it.) Put the key in the ignition and move to the "on" position (not "start"). Flip the toggle switch back to the up (on) position and start the car.
