To reset Citroen C3 immobilizer if the car won't lock or unlock: Unlock driver door manually, get in vehicle and close all doors. Put key in ignition and switch to on position. Hold down the lock button for 10 seconds. Switch ignition off and wait 30 seconds. get out of car and lock.

Your ignition lock mechanism is worn/damaged (How much junk do you have on that key ring, Bub?). It needs to be replaced.
Try lubricating it with some graphite powder and see if that helps. Spray it directly into the key opening. The ignition switch is behind your instrument panel. If your ignition lock is hard to turn try spraying some wd40 inside the lock. If this does not work have ignition lock replaced it is worn.
I just replaced the ignition switch and lock on my '96 Escort. They come as one unit, so you can't just replace the lock tumbler. Remove the steering wheel (using caution for the airbag), and then remove the multi-function switch. Now you can remove the ignition switch and lock.
If the lock cylinder is faulty, the entire steering column lock assembly will have to be replaced. reference " Haynes Repair Manual"

You replaced the ignition lock, and it will not shift out of park? If that is the situation, it sounds like the column is out of sync. More details are required to give a solid answer. A more common issue with these is the actuator rod in the column breaks. If you replaced the lock because it was turning hard and wasnt always cranking when turned, this may be your problem instead of the lock.
The ignition lock cylinder on a 2006 Chevy Cobalt is removed by popping off the steering column cover and inserting a screwdriver into the release hole. The cylinder can then be pulled from its housing and replaced.
