If you have fixed the problem that caused the light to come on you can take it to an Auto Zone or similar parts store and they will reset it for you. Some times it will reset if you take the negative battery cable off the battery for about 20 minutes. Hope this helps.

Is there a reset button on a 1996 rav4? Had it checked out, and said it need spark plugs and wires. Replaced it and check engine light still on.

By repairing the problem that caused the Check Engine light to come on in the first place. You can then reset the CE light with a scan tool. Reset the light without repairing the problem and it wll just come back on.
You need to borrow or purchase an OBD2 code reader with a check engine light reset. (most code readers have it) But bear in mind that if you don't solve the problem that set the code, the check engine light will come back on shortly.
I don't know about the 2000 year model directly but the 1996 is similar I am sure. To reset the "check engine" light, find the EFI fuse (probably under the hood in the fusebox on the driver's side) and with the engine off, remove it for one minute minimum. Replace the fuse and the "check engine" light should be reset.
You may be able to reset it after you repair the problem that set the light in the first place, by disconnecting the battery for 5 minutes. That may not work on your 1996. If not, you will need an OBD scan tool to reset the light.
