ANSWER
I had this problem with my 1997 Chevrolet Cavalier after having to replace the PCM. I called a GM dealer and this is what they told me to do:
Turn on ignition to attempt start
release key in the ON position
let theft light to stop blinking (about 10 minutes)
turn ignition to off position
wait 5 seconds
repeat steps two more times for a total of 3 times (30 minutes of total time)
this will reset the pass-lock codes on the next attempt to start up the car.
The car should start after doing this.

Put your Chevy Cavalier in neutral and then crank it once without starting the car. This will turn on the electrical system and you need to allow it to sit like that for several minutes for everything to reset itself.
