How do you rid the redness in hair follicles on your legs it's not razor burn and they are not bumps it doesn't appear on your thighs just on your lower legs every follicle on your leg appears red?

No idea sorry but I have this problem too.
They're not from shaving or waxing because I tried not doing anything to my legs for a month over winter and the dots were still there just the same, only hidden a bit by the hair.
I have tried moisturizing and exfoliating but nothing works....
