In Excel 2007 it's at Home/Alignment. If you open the dialog box by clicking the button at the lower right of the Alignment area then click the Alignment tab at the top, you'll see the Orientation settings at the upper right. You can also get there by typing hfqm while holding the Alt button.
Use the Orientation option on the Alignment option from the Format Cells dialog box. You can type 45 degrees in the setting to get the angle.
