To run a motorcycle motor number check you should take it to an authorized dealer. An authorized dealer will help you run the motor number check.
Most motorcycles are registered by the vin on the frame. I have seen some that were registered by the engine number. It depends on what is wrong - if the starter-motor does not operate it is probably a flat battery (charge it), starter relay (replace it) or starter motor (replace it) - always check for corrosion / bad earths. Contact your local police to see if they have it reported, alternatively obtain the Vehicle Identification Number (VIN) from the Motorcycle and have a VIN check report run on it. It should only cost a few dollars but will give you some peace of mind. It will also check for other things such as outstanding finance or accidents.

Nothing realy.. with the choke on the engine receives more fuel making it easier to run with a cold motor. after starting the engine, wait about two minutes before turning it off.
