Run a fuel pressure test with a fuel pressure gauge connected to the fuel rail.

Fuel pressure test. If you cannot hear it run for a few seconds when you turn the ignition on without starting the engine, then check the fuse and fuel pump relay. If it runs but you are not getting enough fuel, replace the fuel filter. If you still have the problem have a fuel pressure test run to see if the pump is weak.
If you turn on the ignition without starting the engine you should hear the fuel pump run for a few seconds. This is a good indication the fuel pump is good but not 100% positive. A bad fuel pump can run but not pump fuel. If you hear it for run for a few seconds just replace the fuel filter to make sure it is not clogged. If it still does not pump have a fuel pressure test run to verify the condition of the pump.
If you have power to the fuel pump and it will not run it is defective. If it runs but a fuel pressure test verifies that the fuel pressure is low and you replaced the fuel filter then the pump is defective.
If you hear the fuel pump run that is a good sign it is working however, a fuel pump pressure test would tell you if the pump is meeting the required pressure.

You will need a helper. Have your helper sit at the steering wheel while you listen at the fuel filler door with the fuel cap off. Have a helper turn on the ignition without starting the engine. You should hear the fuel pump run for a few seconds and then shut off. If you do not hear it run either the fuel pump is the defective or the fuel pump fuse is blown or the relay is the defective. Check the fuse in the relay first. If they are good the fuel pump needs replacing. If you hear the pump run then you know the fuse and relay are good. But this does not necessarily mean the pump is actually pumping fuel. In order to determine if the pump is actually pumping fuel you will need to run a fuel pump pressure test at the fuel rail. What ever you do make sure your replace the fuel pump filter if it is replaceable.
You can test it to see if it is actually running. Have someone stand at the fuel filler door with the fuel cap removed while someone else turns on the ignition without starting the vehicle. The fuel pump should run for a few seconds and then shut off. If you do not hear it run you might have a blown fuse or defective fuel pump relay. If so check the fuse and fuel pump relay. If it does run it still can be defective, it may just be running but not pumping fuel. The only way to know if it is actually pumping fuel is with a fuel pressure test. This is done at the fuel rail with a fuel pressure gauge.
Just because you hear the pump running does not mean it is actually pumping fuel. Run a fuel pressure test to see if the pump is defective.
