You can use a sponge and wear gloves so as not to contaminate it. Algae is something pet experts put in dog shampoo, so it's, for the most part, harmless. If you find it disgusting, then filter it. If the dish has been unwashed long enough to grow living things in it, it might be a good idea to wash it with dish soap and water..you know, clean it. You should do that once in a while, preferably before green bog slime grows in it. Do the dog a favor - buy a new one! New dog or new bowl?
