For mine, sometimes if you give it a treat or something like a cucumber slice, it works!!
I would try to take him out of the tank and put him in a cup or something. I will get him away from the other fish so they won't eat him.
The only thing that I would do, is put the fish in a shallow tank, bettas do not need deep water, with a heater with a temp not over 80 degrees and see what happens.
The best thing you can do to help it is take it out of its tank or bowl and put it in a small container so it doesn't have to go to far to get air, because all fish need air.
