You could open the song you want to cut from into a program such as Wavepad (type name into download.com for a version), or audacity - both of which can be downloaded for free. Then cut out the bits that you don't want, and resave the file as a .mp3.

Yes, Panning data and automation clips save when you export your FL Project to an MP3. Note that this feature does not "convert" your project, simply renders it in another format. This way you can still save your project as is, as well as have a separate MP3 file that is much lower fidelity and not nearly as editable.
