47才の誕生日おめでとう (yonjuunanasai no tanjoubi omedetou) is one way of saying 'Happy 47th Birthday' in Japanese. This is quite casual, however. To sound more formal, one would say47才のお誕生日おめでとうございます (yonjuunanasai no otanjoubi omedetou gozaimasu). You may also replace '47' with四十七, but it's entirely up to you.
