Depending on whether its a guy or girl.
Telling a girl: Take her somewhere where you can talk privately and tell her that you would like to be friends with her. But you don't want to be in a relationship with her.
Telling a guy: Tell him straight up (unless he is a very sensitive guy) that you two would never happen. And that he has good chances with other girls he knows.
