Depends on what kind of parental controls are turned on. If you have your own account on the computer then no they can't unless they know your password. If you and your parents share a account then of course they can see the history.
To the average person no, as many people don't know how to recover history. But to computer trained people yes it can be recovered and viewable. For example Computer Forensics, they have software that recovers everything that has been deleted, as nothing can truly be deleted. It helps them recover incriminating evidence. Even google searches can be recovered. Unless you destroy your computer to smithereens then no can view anything.

You could see, by viewing the 'history' tab, which tracks what websites you have been on. Also there are programs that have parental controls, and things like that
Yes but it's illegal unless you have their consent. If you have physical access to their computer you could try these, which I think are legal... If you want to see what they're typing then you can put a keylogger on their computer. If you want to see what sites they've been to then you can check the history of the computer.

absoulutly if you go into control pannel and then internet options you can see the history or if you look on your favourites you can change it to see the history which will be organised by date if your willing to pay you can have it checked by the police you can rtake it to a compuer shop they wil tell you you can also look around online

Unless you have parental controls set up on it there is no way to check what the physical computer has been used for. You can however check web-browser history if it has not been cleared. You can access the history by opening a browser (works on Explore, Edge, Chrome, and FireFox) and hitting the keys CTRL and H.
if you go on to the internet on your screen your there should be a green arrow click on that. if you dont have that arrow the on your right hand side it says back next to it there's a small black arrow clickon that then at the bottom of that list it says history click on that.
You can check the cache files and see if there are any HTML files that give the URLs they have been to. Other than that, you would need a tracking program of some type.
