You can see Mirage Island any time after you beat the elite four. It is a completely random event and only happens once in the game. The only way you know its there is if you talk to the guy in Pacifidlog who says: I can't see Mirage Island today. One day and one day only he will say that he can see Mirage Island. A lot of luck. The only way Mirage Island will show up in your game is if the randomly generated ID # for Mirage Island matches with the ID # of the first Pokemon in your party. So in order to even have a CHANCE at seeing mirage Island, you'll need to catch LOTS of Pokemon. And I mean finishing the whole Pokedex and catching duplicates as well. If you see it sooner though, consider yourself extremely lucky.
