Just had the same issue called the local Dodge dealer they got a master key from the Vin# and cut one for me.
the only way i can find to set mine is move the cable out a little.
My 1992 Dodge Stealth ES is doing the same thing.. and I had the tranny rebuilt only about a year ago.Turns out, the Transmission ECU was fried... no power to the tranny at all so it defaults in 3rd gear...Do you have a 'PWR' & 'ECO' transmissions mapping switch in your center console? One indicator for me that the ECU was fried is that the light on the dash board did not come on when it was set to Power. (No lights should be on when it is on economy.)Hope this helps.
Idle speed is computer controlled and is not adjustable. If the speed is incorrect you could have a sensor or actuator malfunction. Other causes include a vacuum leak.
the idle is controled by the computer you can set minimum air flow but have to have a scan tool if it is idling to low clean the throttle body of carbon
It could be misfiring. It could be set to idle too low. The timing could be off. Check what your RPMs are when the car is idling- it should be 8,000.
