My 1992 Dodge Stealth ES is doing the same thing.. and I had the tranny rebuilt only about a year ago.
Turns out, the Transmission ECU was fried... no power to the tranny at all so it defaults in 3rd gear...
Do you have a 'PWR' & 'ECO' transmissions mapping switch in your center console? One indicator for me that the ECU was fried is that the light on the dash board did not come on when it was set to Power. (No lights should be on when it is on economy.)

The automatic Toyota may be stuck in park because of transmission problems. The transmission may be jammed or stuck in that gear.

Is your Speedometer working? It's possible a speed sensor is bad causing the Computers to go into LIMP mode.
You need to have the transmission computer checked for trouble codes. When the computer detects a malfunction it sets a code and defaults to second gear.

Automatic trans. on Neons used to have problems with the solenoid packs sticking. Check to see if you have a transmission controller code. If it has a code for L/R solenoid stuck in L or R poistion, put a solenoid pack in it. It might just be that the trans needs to be overhauled.
It sounds like the transmission shifter linkage is disconnected.
park safety switch on the back of the brake pedal is bad or disconnected
That's your gearshifter sweetheart.. You may have to replace it. Could also be your transmission.

If you have not done so, change the transmission filter and fluid; I would also flush the transmission.
Assuming it is an automatic, and you don't have any forward gear except second, you are probably in "limp-in mode". Something has failed in the control circuit for the transmission (computer, relay, wiring etc.), and the transmission defaults to the single gear to allow you to drive at reduced speeds to a repair facility, or just to get to a safe place to call for help.
