It depends on the type. Some are set and cannot be changed, some are wound up and held with a pin that goes through the hinge to hold the spring.
The tension on a serpentine belt is automatically set by the Idler Tension Pulley. If you find it is not correctly setting the tension, the the spring may be broken.
A spring hinge skull on eyeglasses refers to a specific type of hinge mechanism used in the temples, or arms, of eyeglass frames. It is designed with a spring inside the hinge that allows the temples to flex and bend outward, providing a snug and comfortable fit on the wearer's head. The spring hinge helps to prevent the frames from slipping or sliding down the nose, making them more secure and stable.

the weight of the solid thing acting on the swing courses the swing to tension( courses it to pull apart)this how it acts on a swing
Serpentine belts have a pulley that is spring loaded. Tension is set automatically when the belt is installed.
Only by replacing the wiper arm can you change the tension. Rarely is this necessary unless the spring is broken. You can easily tell if the spring is boken. No tension on the blades and the spring is broken. Try replacing the entire blade assembly with a new set of quality blades. Trico are inexpensive and very good.

Increase the tension on the spring
Take the gate off the top hinge, disconnect and pull back the chain link and spin the gate shut spring onto the frame of the chain link gate, install the spring clamps, adjust the tension and tighten the bolts. See demo at: http://www.gateshut.net/videos-of-chain-link-gate-closer.html
Serepentine bels do not have tension adjustments, there is a tension pully That is preloaded with a coil spring in it. If the belt is loose, the pully spring may have lost it tension. Replace the pully assembley.
A spring scale measures forces, such as weight or tension.
