Only by replacing the wiper arm can you change the tension. Rarely is this necessary unless the spring is broken. You can easily tell if the spring is boken. No tension on the blades and the spring is broken. Try replacing the entire blade assembly with a new set of quality blades. Trico are inexpensive and very good.
On the drivers side frame rail is the cable adujuster that you can adjust to increase tension on the E brake.

Linkage is on the drivers side of trany (about under drivers seat area). May not be adjustable, but if it is then look there for a adjustment rod

The alternator is rotated on it's pivot to adjust belt tension.
you dont adjust a tension pulley you adjust the position of the compressor to tighten the belt
Apply a wrench to the center bolt on the pully and turn it will adjust the tension.
