warm up the engine.
disable the electronic spark timing system by disconnecting the single tan wire with a black stripe. it's either under the relay cover, near the distributor, or under the dash behind the fuse panel. there's only one.
loosen the distributor hold down bolt so that it can be turned by hand. it should be on the front side of the distributor, but might be awkward to get to. pulling the breather off might make it easier.
connect a timing light (if it has advance, set it to 0) and point it at the crank damper / timing indicator with the engine running (be very careful of moving parts). if you can't see the mark on the damper, mark it with a white paint marker. if you can't see the numbers on the timing indicator, go over it with a wire brush.
turn the distributor slowly until the mark on the damper is aligned with the 0 mark on the timing indicator. turning clockwise will move the mark clockwise and vice versa. once it's aligned, kill the engine, tighten the hold down bolt, and recheck (in case the distributor was accidentally moved).
don't forget to reconnect the tan/black wire.
The timing is set on a 98 Chevy Silverado 1500 5.7L by aligning the cam sprocket with the timing chain markings. The engine's computer will then make adjustments on the fly for any additional timing changes needed.

the water pump is located next to the throttle body. there is no reason to set the timing.
the timing should be set top dead center with the number one spark plug
