Bring the number one cylinder on compression stroke up to TDC. Drop distributor in with the rotor pointing to the number one on the distributor cap. Install and tighten clamp with bolt. The clamp will only fit one way around the base of the distributor. This sets the initial base timing. The timing from there is adjusted by the ECM with information gathered from various sensors.
