Under/behind the glove compartment. There's a black plastic panel hiding the goods. This cover is held on by two plastic push-in fasteners that may need a little coaxing to get out. Once this panel is off, get on the passenger's floor upside down and look up. Working from the passenger door to the center of the car, there will be one wireset to the blower motor, another set to the resistor unit, a set of vacuum hoses (looks like a wireset) and another wireset. A little further to the center is the blend door motor and wireset. The resistor panel is a rectangular blue phenolic plate held in by two 8mm screws, one on each end. Remove the plug, remove the screws and it drops right out.
I believe the engine has to come out and the block has to be opened up because the head gasket is in the center

take it in to the dealer and have them adjusted as they have a gauge they put on the lights to get them set perfect, if there not set right you will end up blinding someone coming at you or you will be way off on the headlight aim.

replace the distriburetor cap and the rotor, new plugs and plug wires, new fuel and air filters, and reset the timing and set the idle speed.
The 1991 Cutlass Cierra came standard with a 4 cylinder engine. This would require 4 spark plugs to tune up the engine.
