Hawaii is thankfully a state where it is legal to ship wine to, however it has restrictions. Any wineries shipping directly to any one of Hawaii's islands has to have a Direct Wine Shipper's Permit, approved and issued by the local land commission. It also has to be registered with the Hawaii Department of Taxation. Currently, wineries with the proper approval are also only allowed to ship up to 6 9-liter cases per year to any particular household, and they have to cover all general excise and gallongae taxes.
Basically, it is smart to ask the winery or company from which you wish to purchase wine, to see if they can ship wine to Hawaii, as it will be different for every state.

I believe you need a license to ship wine. UPS does offer wine shipping to authorized wine shippers, so I would try UPS.com for more information. If you'd like to become authorized to ship wine I would suggest asking UPS how that might be done.
