The way I learned Filipino (Tagalog) is by watching the Filipino channel and it's good to have someone translate then you will soon notice you can learn bits and parts till you can say sentences.
I am a Filipino so I can speak in Filipino. By the way, Tagalog is different from Filipino because Filipino-national language of the Philippines while Tagalog-dialect of the people in the Tagalog Region.

A Filipino born in another country can learn to speak the language of the country where he or she is born and not learn to speak Filipino. A concrete example is in the USA. There are many Filipinos who are born in the USA whose parents are from the Philippines but can only speak English. Filipino is a language, because when you ask someone if they speak a language they would say what they speak, and when you ask Filipinos what language they speak they will tell you they speak Filipino.
