You can find it on download.com. Its a FREE program and works well, I use it; but... theres a catch. As your downloading it requires you to download another program, called Pando, which is also FREE. Of course, I never use Pando so its a big waste of space for me. But if your willing to sacrifice some disc space for a FREE program that lets you split an entire video into individual frames then go a head.
Nerovision has video editing features that can add or remove frames from a clip. StashSpace.Com offers a free video editor that lets you cut content/frames out of your video.

FPS = Frames Per Second. It is a measure of how many frames of video is generated every second. Higher FPS means smoother video.
24 frames per second (standard) would be 1440 frames per minute.
You have to trim/cut them out (Split in WMM or WLMM). Unless you are using sophisticated, expensive software to edit video with, you're not going to be able to enhance it at all. So, cut it out.You can do this frame-by-frame in both versions Windows Movie Maker and Windows Live Movie Maker. Under Video Tools/Edit, click the Split button. This will clip the audio. Make sure to delete scenes/frames that are blurry as you come upon them, or they'll still remain in your project even after splitting. Delete them as soon as you clip them away from the video.
You have to use Video Editing software to achieve that. You can basically cut them out of specific frames or just cut the whole frame out and through the video editing software, add them to other frames either in the same video or another video.
To add a video into the center of another video, you need to Split the video. The split button is located on the lower right of the Preview pane.> Split video in two parts> Pull the new video down into the splitNOTE: Do not try to push the original video apart (at the split) because it can't be done. Besides, you don't have to. Just pull down the video you want in the center, into the split. The program will automatically dump it in. And, the rest of your video from the original will attach to it.
QVGA video is video with resolution 320*240 pixels and 30 frames per second...
If you are trying to add pictures into video media currently on the Video track, you will need to split the video (using the split option). Once the track has been split, you can place photos/pictures etc., into it.
a frame, in a video, is just a picture, i would imagine that java or flash might do that. any program that makes pictures(frames) and then plays them makes a video. You can even use power point to make a video, but i don't recommend that
To remove frames from Windows Movie Maker, simply use the Split feature located below the Preview Pane on the right side of the program window.Click the Split button at the frame you wish to begin the cut and once again where you wish to end the cut. Delete the section Split away.
