You'll probably have to call your local Toyota dealer. Once its been verified you aren't trying to steal the vehicle and can provide a VIN number they'll give you a code with instructions for entering it. An auto alarm shop might also be able to help since they disable engine immobilizer systems to install remote start devices.
Entering the code will be similar to programming a key. There will be some goofy combination of opening and closing doors, taking the key in and out of the ignition, turning things on/off etc. Probably the most important part of the effort is having the properly programmed key for the car. Without that you're hosed.
