Complete rebuild or replacement. There will be metal shavings in the engine block in the oil pan. Even if you did manage to free it up enough to start one more time the bearing are shot. They would pick up all that loose metal and it would GRIND to a halt again very soon.
first off check to make sure that is the problem ive seen lots of money spent on engine swap because starter was locked or trans locked
NO it should not start but if does I would call it a miracle.

You need to overhaul the engine. Your first mission is troubleshooting: did the engine seize because the pistons seized, or because the main bearings seized? To do so, pull the heads and try to remove the cylinders. If they won't come off, piston seize. If they will and when you have them off the engine won't turn over...bearing seize.
Then your engine is seized..toasted..finished...
