You can draw the manga with pencil and pen and scan it, or you can draw it with a computer mouse. Drawing it with pencil is easier, unless you dont have a scanner. There are many websites where you can post your manga. (such as deviantart, and I think onemanga might let you post your own.) If you want your own website you can either go to freewebs, (or a similar web hosting service) or if you know how you can set up your own server. I would suggest freewebs. Once you do that just upload your manga and start advertising it.
The best way to start drawing Manga is by using drawing books. After a while you will be able to draw them completely yourself. If you want to digitalizes them, scan them in to your computer and you can use programs like photoshop and paint.
Some guy told me I should send a manga company a one-shot. If they consider it a great manga, you can make your own manga. That's how many manga writers like Masashi Kishimoto (creator of Naruto) started out. If your manga is way popular, the manga company's boss or publisher would discuss with you if you would want it turned into an anime, I think. So you should think about finding the adress or manga company building. Its cool you want to make your own manga, because I want to make my own too! yes, where do you think manga artist get there design work from, they have all had inspiration from other artist at one point or another.
Most manga artists in Japan submit a 'oneshot' manga piece when they are in high school. (Usually in response to some contest a magazine puts out.) After they graduate high school, they usually start a small job and then start creating a manga. If the manga does well, they quit the job and become a full time manga artist. So, no, I don't think manga artists need a bachelor degree.

An anime series does not of necessity start with manga . Manga usually generates enough interest to spawn an anime series ; the two are not mutually exclusive .
get (good) manga artists on board and have money. You can start small and informal, or make one just like you'd make any other company.
