Start by teaching your dog a simple 'watch me' command while there are no other distractions.
Once your dog has nailed it, start by have a strange dog far away and as soon as your dog spots it, give your dog the 'watch me' command. When the dog turns to look at you reward them with a treat.
This teaches them to focus on you and in turn ignore the other dog.
Gradually move the other dog closer and closer repeating the cycle.
Be patient. This may take some time but with persistence can work well.
The other option is to use a 'Halty' or 'Gentle Leader'. These work particularly well with aggressive dogs. As soon as your dog shows aggression towards another dog, you pull it around and face its backside to the other dog. This is a natural movement for a dog to show dominance to the other dog while still remaining calm. This enables your dog to keep its dignity while you take control of the situation.
