I seriously doubt that you are literally being "harassed" by the definition of what harassment really is, but if you would like JW's to stop coming to your house, simply let the next JW who comes to your door know so they can make a note on the congregation's territory map card. The congregation's Service Overseer will make the necessary notes to stop us from calling at your home. You will have to do this once each year, since people do move and circumstances do change and we don't want anyone to miss out on the opportunity to hear the good news just because a previous resident didn't want to listen.

It is good to note that if you are a US resident you only have the constitutional right to stop JW's from coming to your residence only. You do not have the right, nor does any neighborhood association, or any municipality have the right to stop us from coming to anyone else's home, nor ban us from an entire neighborhood or community per the US Supreme Court.

(Note: There are limited records of a U.S. Supreme Court Decisions based on this comment although there was a case in the last 5 years with the State of Ohio that went to the Supreme Court)

FURTHERJehovah's Witnesses really don't want anyone to ever feel "harrassed" . It is not our intent to disturb you or annoy you in any way at all. Our sole purpose in coming to your door is to help those who are searching for God, the God of the Bible, to find him. Though we realize that our visits to your door are not expected, we hope that they can be viewed in the spirit in which our activity is commissioned. Jesus Christ taught his followers how to reach the heart of those who were humbly seeking God, and the best way was in one on one conversations in venues where the person felt the most comfortable, i.e. at home. Please realize that circumstances change, people change residences, and we might suddenly find an interested party at a home where no interest was ever proferred before. How else will anyone learn of the good news that God has provided unless they are personally invited to take in "the knowledge that leads to everlasting life"?? (John 17:3) I usually try to convert them to Christianity. They seldom return. If you do it right, you can get the 3rd JW waiting in the car around the corner to come in to find out what's going on. The JWs are a really tough convert but, if you plant the seed, it may grow. If you pull out the publication "Crisis of Conscience" that will also scare them away as it was written by a former Governing Body member.

The legal definition of Harassment in the USA is as follows:

Harassment is governed by state laws, which vary by state, but is generally defined as a course of conduct which annoys, threatens, intimidates, alarms, or puts a person in fear of their safety. Harassment is unwanted, unwelcomed and uninvited behavior that demeans, threatens or offends the victim and results in a hostile environment for the victim. Harassing behavior may include, but is not limited to, epithets, derogatory comments or slurs and lewd propositions, assault, impeding or blocking movement, offensive touching or any physical interference with normal work or movement, and visual insults, such as derogatory posters or Cartoons.

If one of Jehovah's Witnesses is guilty of the above crime to your person report this to the police immediately. If they have touched or assaulted you in some way so you sustained physical injury, get a medical report from the hospital that treated you. Keep any evidence you have such as {quote} derogagory posters or cartoons{unquote} threatening or lewd (sexually explicit) pictures they have sent or a record of the hostile and offensive actions. The Police will then take over matters and inform you of your legal rights.

I would also inform the local congregation that one of their members has committed a crime against your person since Jehovah's Witnesses are law abiding respectful people and take criminal behaviour of any of their members very seriously.

I would, however, caution that the regular house to house calls of Jehovah's Witnesses, who leave when they are asked to do so does not legally constitute "harassment".
