When a valve is closed quickly the flow of water is interupted causing a water hammer. A water hammer arrestor or air chamber can be used to absorb the hammer.
One would use a water hammer arrestor in their home's water lines to prevent "water hammer" (knocking), which is the noise pipes make when they have no air pockets to absorb the shock of the water stopping suddenly. To prevent pipes for doing this the water hammer arrestor provides the air needed for shock absorption.
I believe it is due to the pressure build up within the pipes once the water is turned off. I know they sell a product that you place in one of your pipes that serves as a buffer to stop the rattling.
