Check and see if your town has a leash law. This is a law that states that the dogs must be on a leash or in a fenced yard. If they do file a complaint and your neighbor will be given a warning. In my area three warnings means they take away the dog. There is also a spray out that suppose to stop dogs from doing this. Try your local pet store.
