The obvious answer is just to set the time. But if that's too complicated, or it happens too frequently, place a strip or two of black electrical tape over the display, and it will stop flashing. Of course, if you actually need to know the time, this could be a problem.
The light is flashing because there is a problem. The problem will need to be diagnosed and repaired to stop the flashing.

Due to water damage caused by blocked drainage pipes leading from the bottom of the compartment in which it is mounted. There are two of these pipes that get blocked with leaves etc.
Press and hold the clock button for at least 2 seconds. The hours on the clock will flash. Use either the Tune/FF-REv or Seek/Track button up or down arrow to adjust the hour up or down. Press the clock button again and the minutes on the display will start flashing. Repeat the process. When the clock has been set, press clock again and it will return (stop flashing.) It will return to normal clock display in 10 seconds, or you can press clock one more time and it will return to the regular display setting. These instructions are right out of the owner's manual.
The radio/CD player must NOT be turned on. Press the DISP button on the right-hand side until the the clock display starts flashing. Then press the Up or Down arrows to the left of the clock display to move the time forward or backward. These are the buttons you would use to change tracks or stations when the CD/radio is on. When done, press the DISP button again to stop the time from flashing.
A flashing red traffic light is used the same way as a stop sign. You treat a flashing red traffic light the same way you do as a stop sign. If the traffic light is "blacked-out", it's to be treated as an all-way stop. What I do when I come up to a flashing red traffic light, I look at the cross-traffic signals to see if they're also flashing red, or if they're flashing yellow to see if they stop or if they don't stop.
