To make a start on stopping my 9 yr old from swearing in school is to not introduce them to swearing when not at school!
Every time they swear take away some of there poket money or some money they have saved up! They will get sick of you doing that so theyll eventually stop. (Tell them why your taking away their money though!) Also dont let them swear at home because if they do they are growing into a bad habbit wich is hard to stop when they are at school!!
The best punishment is one that fits the crime. First, I'd make sure the students understand why cursing is not appropriate - and make it relevant to them. Show them how people who curse a lot are seen as less intelligent and of lower class than people who don't - especially in the upper grades, appealing to their appearence works, so that if they know cursing isn't as cool as they think it is, they'll do it less.
As for the kids who break the rules, you should have a definite punishment that they know is coming, so they can make a conscious decision to curse or not to curse and expect the consequences to follow. You didn't specify the situation, so I can't really give you any good specific punishments. You'd need different consequences for younger kids, and you'd be doing different tactics if you're talking about one classroom vs the entire school. Get together with the other teachers and principal, make some concrete punishments and stick to them.
