You must set the default file association for the .rar extension to some archivation software. Depending on the Windows version installed on your machine do something like this:
1.Right click on a .rar file
2.Mouse over the "Open with..." menu item
3.Click "Choose default program..."
4.Browse for a file archiver software. There's also a link there to help you choose one to install.
5.Click OK
