Make sure you put -25F washer fluid in "before" it gets below freezing.
It's probably the low windscreen washer water level light. If you keep washing the windscreen, it will eventually stay on until you refill the washer fluid.
it depends if it caused by the motor or just the blades. The blades and your windscreen might need a good clean - gently wipe the blades with a soft cloth.

if your talking about salt, it only adds friction and therefore grip for vehicles, it doesnt stop them freezing

Hatchbacks and estate/station wagons have a lip of metal between the top of the rear windscreen and the roofline, leaving room to install a windscreen wiper. The wiper mechanism can also be mounted below the windscreen reaching upwards, saloon/sedan cars have no room in either of those places. The boot of a saloon also helps stop spray from the rear of the car reaching the windscreen.
You can't stop it but you can slow it down by freezing it.

either the washer motor has burned out or there is dirt in the washer lines plugging up the washer nozzles.
