This may seem obvious, but wear many layers of clothing. A vest preferably underneath a full-sleeved shirt, a Woollen cardigan, & jacket etc. But clothing is not the only way to keep warm during severely cold weather- hot drinks like, Hot Chocolate, coffee and tea keep your body temperature warm. If your power is out then you will be unable to cook hot food, I suggest you light a fire to heat/cook your food.
