I'm not a spokesman for the Church, but I have been active in it for over 50 years. To answer your question, we do both. Two of the three main purposes of the Church answer your question: One is to "preach the gospel to the nations of the world and bring souls unto Christ." That's the missionary thing. Another one is to "perfect the saints." That's taking care of the members. We have some 50,000 missionaries around the world. Two of my kids are doing that. One just went to Panama, the other is in Anaheim, California working with Samoan people. The home teaching and visiting teaching programs of the church are set up to take care of the members. The Sunday School program, the primary program for kids, the welfare program for the poor, and many other facets of the Church are in place to assist the members and their families.
