A special tool must be purchased at your auto parts store that costs $7.00 to $15.00. Insert tool inside end of fuel line to release multiple clips all at once.
Possibly clogged fuel filter
Could be, A plugged fuel filter, A damaged/plugged catalytic converter, Fuel pump failure,
it is located on right front of block. First remove your fuel lines, the remove the retaining bolts holding it on the pin will slide out after the pump. coate the pin with grease and reinstall in its hole(grease will hold it for you so you can get the pump in) the install pump and lines
If you are only getting fuel out of two lines, then the injection pump is probably bad.
It will not run and will appear to be out of fuel.
Gasoline? Fuel injected? in the fuel tank
It has an electric fuel pump inside of the fuel tank.

Chevy trucks DO NOT HAVE a safety switch / Inerita switch. You need to check the fuel pump relay and fuse first. You may just have a bad fuel pump.
you will have to drop the tank and remove the pump unit.
The fuel pump on an 89 Chevy Caprice is changed by lowering the fuel tank, disconnecting the pump wiring, and removing the fuel lines. The pump can then be lifted from the tank and replaced.
Possibly clogged fuel filter
That is the electric fuel pump that's inside of the fuel tank. That is a common problem with the Chevy trucks. A dirty fuel filter will cause the pump to make that noise or the fuel pump is wearing out.
