There is a small tab at the base of the wiper arm where it attached to the pivot. You have to raise the arm up off the windshield and pull the tab(I think) down. the arm will then lock in place suspended off of the windshield. You can then remove the arm by pulling straight up, you may have to wiggle it a bit. Sometimes you will need to pry the little tab a bit to get it to pop out.
The 1983-1994 Chevrolet Blazer S-10 (sometimes called "Compact Blazer") takes 16" replacement windshield wiper blades on both sides front. The 1989-1994 models also take a 14" rear wiper blade.
Dot 3 will be just fine.

The check gauge light on a 2000 Chevy blazer could be several things. The oil could be low or the other fluids may be low. Take notice of all the gauges. One or more may be out of its normal parameter notifying you there is a problem.
I have a 2004 Chevy Blazer that I believe had the same issue as you. The wiper arm has a plastic covering over it. You will need to remove it. I using a a Flat head screw driver pry it off where the wiper arm bends. This will allow the base of the plastic piece to pop off the rear of the wiper arm. You can now take a 1/2" socket and tighten up the nut that is under that plastic covering. That was the solution for me anyhow. My driver side wiper arm wasn't moving at all, but the passenger side was. Hopefully that works for you.
