I have done this plenty of times and tryed different ways and i will show the best way,you will need the following tools:
A small drill bit
spray bottle with water
long flat headed chisel
vise grip
hammer
center punch
drill & drill-bit-extension
Google this kit: ( Eazypower 82681 Spin It Out ) . bit size # 1
Prep> Remove starter, feel for the treads on the top side of the broken bolt.
Stick a small drill bit in to the top side of the treads and spray water on to the small bit and water will flow the rest of the of the remaining treads,then remove the drill bit. note: yes i used water not oil-water flows faster than oil in this case, if you use oil let it sit a few hours or over night.
Get you vice grip and grip your flat chisel,center it on the broken bolt and hammer it good -about 25 times. Put the small bit and refill top again with water,remove the bit -if not it will shoot up and land on you! Put the chisel back on center and hammer again.I do this cycle about 4 times to be on the safe side.
Word of the wise:What happens is the as your hammering water will work its way through the treads and WILL loosen the broken bolt treads, please take into consideration that you have once chance to get this right no matter which way you choose to remove the broken bolt.
Moment of truth> Use the center punch and make an indentation on the center of the broken bolt.
Put the extension on your drill and use the #1 bit from the Eazypower 82681 Spin It Out kit. Put the drill in reverse and center it on the indentation and apply pressure go slow.When you see the bolt coming out ease up on pressure.These bits are the best,my bolts come out completely and drilled less than 1/8 of an inch deep- each and every time.
Replace both starter bolts and run the new bolts with oil through the treads before installing the starter.
Take no short cuts- avoid drilling, extractors,welding, torching, heli coils, tapping, stripping, cracking, ect, ect...You'll thank your self when you done!
