Your owners manual will describe the procedure.
Unscrew it from the rear of the light. You may have to take it off to do this.

unplug the bulb from the lamp and pull the lamp off of the lamp adjustments (might take a pretty hard tug)
you will probably have to take the complete light assembly out or loose so you have room to get your hand in back of the light to take the bulb out.
For that you need to take off the complete frontplate of the console. Two screws on the top (above the left and right of the three control knobs for air circulation) and two screws in the ashtray. Unscrew these four and it should come off. You'll see the holder of the lamp. The lamp itself is a small all-glass plugin lamp, as used in lighting the dials of the cockpit, can be bought from any gas station. The lamp is covered with a little green (silicone) tube that makes it light green. With your nails you can gently slide it off and put it on the new lamp. Change bulb and screw back on, and everything should be back in working order. Good luck!
As long as the lamp holder will take the larger wattage lamp and the current of the circuit is sized to take the larger current then yes, the lamps should be interchangeable.
It depends on the size of the bulb. You can take a flat head screwdriver and push on the front (or back.) This depresses the plastic tabs in order for it to come out of their socket.

At the back of the lamp, take the air filter pipe out, then when that is out of the way, remove the black 3 inch round plastic bulb cover by unscrewing it. Inside there, you will have to stick you fingers in and pull a holder out and it is has a push fit lamp quite a bit of a game mind.
Find out what the wattage of the bulb in the fixture is and you will have your answer.

You could have a short or it could just be that you are reading through a load. Take a lamp and check for continuity at the plug, with a bulb in the lamp you will get continuity, take the bulb out if you still have continuity then you have a short in the wire or the lamp. Same thing happens in the wiring of your house on a larger scale.
