Drain your Oil, turn your engine upside down ( resting on your flywheel ) split your case. remove the lower portion. cam gear should lift right out. below that is where your Gov. weights are. you will need to spread the plastic retainer clips to remove the pins. then the weights should fall right out. Make sure to replace the Oil Sling-er if you have one ( little white funny looking plastic thing with paddles on it... If you want to remove it all the way, you will need to remove your fly wheel, split the case, disconnect the rod, remove the crank then you can pull the gov. all the way out. but you will need to Tap the outgoing copper tube and screw a bolt in it as a plug ( i used sealant on it also, as you should never need to remove it anyways ). Slightly quicker way.... follow the first example, then just cut the Gov. end, inside the block and pull out... be careful not to get any stray metal shavings in the block when you do this. this way eliminates removing the flywheel and crank.
