Drivers side near the rear of the transmission. You'll see a round cover that may or may not have a little wire spring type clamp holding it in. Remove the clamp if it has one by popping the bottom of the clamp out and then pushing it straight up while you wiggle it back and forth a little, then take a hammer and a long blunt object like a large screw driver with the handle missing or a similar shaped punch and tap the cover off where the edge of the cover meets the case. Then pull the governor straight out -- it has a nylon gear on it that is splined to the output shaft so it may turn a little when you pull it out -- this is OK.
Reverse procedure to reinstall and if you use a new governor or a new governor gear put a little grease on the gear teeth to lube them. Be careful putting the cover back on, the governor needs to have a small amount of clearance between the cover and where it bottoms out in the transmission so tap the cover back on using a large blunt punch or the flat side of a ball peen hammer and tap around the outside edge of the cover and try to keep it even. It is possible for the governor to have too much end play as well which requires you to tap the center of the cover in to take up the play. You want about .045 or so. The only way to measure this in the car is by removing the driveshaft and the output shaft housing and reaching in the back to move the governor back and forth by hand -- sometimes need to put the transmission in neutral and roll the output shaft back and forth a little when checking this. As long as you don't distort the cover taking it apart or putting it back on you should be fine and not have to worry about this.
Oh yeah, put a drain pan under it before you take the cover off and refill as needed when you're done.
transmissions do not have governors
No you cannot. The governers for transimissions have set spring tension for that specific model transmission. If you install an incorrect governer you will find that you will have shifting problems, or no shift at all.
You can find an exploded view for a TH350 transmission in transmission service manuals. The transmission service manuals can be obtained from most local libraries.
