55-70mph is top speed of the scooter.
The restrictor in the carb of a 50 cc 2 stroke engine is located between the carburetor and the intake manifold. It reduces the flow of air and fuel into the engine's combustion engine.

No. Removing a restricter on a scooter's carb will make it faster but decrease mpg. If you are talking about a restrictor on the exhaust, then most likely you will increase mpg, but boy is it LOUD.

Restrictor kits for bikes can take many forms. Often they comprise nylon inserts in the carburettors that prevent the plunger from moving too far. Alternatively the restrictor may be a machined metal plate, or washer placed somewhere in the exhaust pipe to increase back-pressure (hence delivering less fuel). There are many other types of restrictor. In any case, all you need to do is locate the restrictor and remove it. Knowing what you're looking at can take a lot of practice, so don't remove anything you're not sure about. Moreover, there is very little point derestricting such a small engine. The difference in performance will hardly be noticeable. If the bike was fitted with a restrictor as standard, there is every chance that by removing it, you will stand to burn the engine out. New bikes that are fitted with restrictors at the factory have them for very good reasons. The more you change the engines characteristics, the more likely it is to fail.
